چالش‌های کنش‌گری جامعه مدنی در عربستان سعودی از منظر نظریه تئوری ساختار - کارگزار آنتونی گیدنز

چکیده
پژوهش حاضر با هدف شناسایی و تبیین چالش‌های کنشگری جامعه مدنی در عربستان سعودی بر پایه نظریه ساختارکارگزار آنتونی گیدنز انجام شده است. مسئله اصلی پژوهش آن است که ساختارهای سیاسی، حقوقی، اداری و فرهنگی این کشور چگونه دامنه عمل نهادها و کنشگران مدنی را تعیین می‌کنند و کنشگران در مواجهه با این محدودیت‌ها از چه ظرفیت‌ها و راهبردهایی بهره می‌گیرند. پژوهش از نظر هدف، تبیینی ـ تحلیلی و از نظر روش، کیفی است. داده‌ها با استفاده از تحلیل اسنادی و مطالعه مقاله‌های علمی، کتاب‌ها، اسناد رسمی و گزارش‌های مرتبط با جامعه مدنی عربستان گردآوری و به شیوه تحلیل مضمون نظریه‌محور بررسی شده‌اند. نتایج نشان می‌دهد که الزام به اخذ مجوز، نظارت اداری، وابستگی مالی و سازمانی نهادهای مدنی، محدودیت فعالیت مستقل، کنترل فضای عمومی و دیجیتال و حساسیت نسبت به مطالبه‌گری سیاسی، مهم‌ترین موانع کنشگری جامعه مدنی در عربستان به شمار می‌روند. در نتیجه، بخش مهمی از فعالیت‌های مدنی به حوزه‌های خیریه، آموزشی، فرهنگی و خدمات اجتماعی محدود شده است. با وجود این، کنشگران از طریق شبکه‌های غیررسمی، روابط مبتنی بر اعتماد، فعالیت‌های داوطلبانه، رسانه‌های دیجیتال و بهره‌گیری از فرصت‌های ناشی از اصلاحات اجتماعی، امکان‌هایی برای استمرار فعالیت و اثرگذاری تدریجی ایجاد کرده‌اند. از منظر گیدنز، ساختارها تنها عامل محدودکننده کنش نیستند، بلکه قواعد و منابعی را نیز در اختیار کنشگران قرار می‌دهند. بر این اساس، کنشگری جامعه مدنی در عربستان نه کاملاً مستقل و نه کاملاً منفعل است، بلکه در فرایندی پیوسته از سازگاری، چانه‌زنی و بازتفسیر محدودیت‌های ساختاری شکل می‌گیرد.

Challenges of Civil Society Activism in Saudi Arabia from the Perspective of Anthony Giddens’s Structuration Theory

چکیده English

This study aims to identify and explain the challenges facing civil society activism in Saudi Arabia based on Anthony Giddens’s structuration theory. The central research question concerns how the country’s political, legal, administrative, and cultural structures shape the scope of action available to civil society organizations and actors, and what capacities and strategies these actors employ in response to such constraints. In terms of its purpose, the study is explanatory-analytical, while methodologically it adopts a qualitative approach. Data were collected through documentary analysis and a review of scholarly articles, books, official documents, and relevant reports on civil society in Saudi Arabia. The data were analyzed using theory-driven thematic analysis. The findings indicate that licensing requirements, administrative oversight, the financial and organizational dependence of civil society organizations, restrictions on independent activities, control over public and digital spaces, and sensitivity toward political advocacy constitute the major barriers to civil society activism in Saudi Arabia. Consequently, a significant proportion of civil society activities has been confined to charitable, educational, cultural, and social service domains. Nevertheless, civil society actors have created opportunities for sustaining their activities and achieving gradual influence through informal networks, trust-based relationships, voluntary initiatives, digital media, and the opportunities emerging from ongoing social reforms. From a Giddensian perspective, structures are not merely constraining forces; they also provide actors with rules and resources that enable action. Accordingly, civil society activism in Saudi Arabia is neither entirely autonomous nor completely passive; rather, it is shaped through an ongoing process of adaptation, negotiation, and reinterpretation of structural constraints.
